I have a spredhseet in Excel 2007 that shows lots of policy dates with
expiration dates in one column. I need a formula that would allow all
expired dates to turn red so that I can easily see them.

Sounds like you want to use a conditional format (Format - conditional
format) but for that to work there must be something that distinguishes the
expiriation dates from the rest of the dates.

Before today
 
Re-reading your question are you looking to highlight the policy dates that
are prior to today? If that is the case then use this formula in your
conditional format
Cell Value is | Less Than | =Today()
Change the format option to Red text...
