Altering text colours using a formula

Just wandering if it's possible to alter the text colour using a formula
command instead of using the Text and Fill colour buttons on the Toolbar?
For example - I would like the first halve of the text in a cell to be Blue
and Bold and the last half of the text to be Gray and standard.

You can use Conditional Formatting to set colours depending on some
criteria, but it will apply to a whole cell - you cannot get it to
apply to only part of a cell.

Hope this helps.
