SCROLL BARS
 
When I split a window horizontaly, is there a way to move the upper pane
(right and left) without moving the lower pane, and viceversa?
I tried also using the scrollbar tool but I think that is not its purpose.

A horizontally split window has no horizontal scrollbar on each section.

I would suggest instead remove the split then WindowNew Window and
WindowArrangeHorizontal or Vertical.

Each of these windows will have horizontal and vertical scrollbars.
