cannot use object linking and embedding when opening Microsoft Exc

Dear Guru

I have a PC running Windows 2000 SP4 and Office 2000 SP3. Everytime I open
Excel I get the following error: cannot use object linking and embedding. The
control panel also looks strange, ie the descriptions of the control panel
are cut off.

Any suggestions?
