XML Source Task Pane? (Excel Expert)

I am working on XML Data in Excel 2003 and for some reason I can't seem to
get the XML Source Task Pane to open up. I'm suppose to use this task pane in
order to modify an XML file.

Does anyone have any suggestions they can offer up?
