File saving problem

I was prompted to below when trying to save Excel 2007 file :

C:\Users\my name\Documents\My Documents\Book1.xls
You don't have permission to save in this location.
Contact the administrator to obtain permission.

Would you like to save in the Documents folder instead?

Who is this 'administrator' refers to?

Sounds like you are working from a limited account on your computer.

The administrator account has permission to make these changes.

See StartSettingsControl PanelUser Accounts.

See Windows Help on "permissions" and how to set up your account for permission
to access folders.
