I recently lost my hard drive but was able to have data files retrieved and
put on a new hard drive. However, a very important file that was in MS
Works, although retrieved cannot be opened because I no longer have Works.
Is there any way a file with a WD B extension can be opened in excel?

I'm afraid not. If you know someone with a copy of Works your can open it
there and save the file in csv or dbIV format, both of which are recognised
by Excel
