excel - hyperlinks to pdf documents and saving as webpage

Have an excel worksheet that has some hyperlinks to pdf files.

When I preview as webpage they work fine, but when I save as webpage and put
the excel hyperlink in publisher, they don't work and are not saved as part
of the webpage group. USing Office 2000
