You can copy only comments to multiple cells.

Copy commented cells, go to destination cells & Click on EditPaste
SpecialSelect Comment from the Paste option.

You mean so that when you mouse over A1, you'll see the comment for C1 (and vice
versa)?

If so, then nope.

But you can copy the comment
Edit|copy (the cell with the comment)
select the other cell
edit|Paste special|comments

But they're not tied together--if one changes, the other wouldn't.
