Problem when navigating between cells
 

Usually in Excel I can navigate between cells using arrows. However,
sometimes Excel just suddenly refuses to respond to the arrow keys and when I
press on one of the arrow keys the whole page moves rather than jumping from
one cell to the other. What can be the reason for this? My operating system
is Windows XP and the application is Office 2003. Thanks.
