In pre-2007 Excel start with Insert | Chart and go from there. Excel Help

Make an XY chart. Do not be lead astray by the name "LINE" chart.
Put you x-values in A1:A10 (for example); your y-values in B1:B10 Put the cursor over any on the cells A1:B10 and use the chart wizard. The y-values could be formulas; so B1 could be =4*A1+3 and copied down to B10.
