Why can't I move around spreadsheets with the up and down arrows?
 

When I set up a spreadsheet I don't seem to be able to move around it freely
using the up and down arrows. Am I doing something wrong?

Make sure scroll lock is off.
Check to see if Freeze Panes is set (Top menu, Window-Unfreeze Panes)
