Can a cell change color based on the value of another?
 
I would like to have the fill color of one cell change based on the
comparison of values in two other cells. For example, if the number in C4 is
larger than the number in C3 can C5 turn red?

Use conditional formatting in C5 with Condition 1 of Formula Is and a
formula of

=C4C3

Conditional formatting on C5. Format-Conditional Formatting.
Select FormulaIs.
=C$4$C$3

Thsn set your format colors from the format button. Changing the cell
background is Pattern.
