How do you permanently import another files colour palette in Exce

Import into a new workbook.

FileSave AsFile TypeMS Excel Template(*.xlt)

Name it BOOK and save to your XLSTART folder.

This will become the default New Workbook when you hit FileNew(no ellipsis) or
the New File Icon.

Note: if you hit FileNew...Blank workbook, you will get the Excel default
workbook, not your template.

How do I import this palette so that it is always my default palette in Excel?
