Excel Bug comma delimited csv in Dutch language
 
If I set the fieldseparator as comma in my regional settings and my decimal
separator is also a comma, Excel does not recognize the comma as seperator.
Instead it uses the default semicolum as seperator.
If I use any other character as fieldseparator this problem does not arise,
and they can both be the same.

I can also in Excel mark the option to not use the system seperator. If I
then replace the decimal separator to another character, Excel accepts the
comma, set as field separator as delimiter. However then my decimalseparator
is not what it should be, a comma.

If I set my language to english, I can set both field delimiter and decimal
separator to comma, and this works fine. I would say this is a bug.

We use dutch xcel 2003 (sp2) on dutch Windows 2000(sp4) workstation.

What I want is to be able to import CSV files in Excel with a comma as
delimiter, and use the comma as decimal seperator. I do not want to use the
import wizard for importing comma seperated files.
