"tools" on the toolbar is grayed out

This morning when I opened my Excel 2003 the "tools" on the toolbar was
grayed out. I can't figure out what is going on. Any suggestions.

right-click the menu bar area
touch Customize... (way at the bottom)
pick the Options tab
touch Reset menu...
