I have a column that has conditional formatting conditions and it's working
well. Is there a way to have the whole row share the conditional values for
the cell in the row that is formatted?

Yes. Use "Formula is" rather than "Cell value is".
Choose appropriate combinations of absolute and relative addressing to apply
the conditions from the relevant column to the whole row.
