Any body help to prevent scrolling page instead of scrolling cell while using
up and down arrow.

Sounds like you have your "Scroll Lock" key enabled.

Hi,

If the Scroll Lock is enabled - pressed, you will notice the page scrolling
with the cell selection anchored in that position. Likewise, if you disable
the Scroll Lock, the cell selection will move up and when using the UP and
DOWN arrow keys.
