Example:

CELL B13 = 188370
CELL C13 = 349986
CELL D13 = 1.5355*C13

I need a formula that goes in CELL D13 that will use the current calculation
unless it goes above 150% of cell B13, if it does go above the 150% it needs
to use 150%*B13
