Default Conditional Formating Doesn't Work

Can't figure out why this doesn't work!

In Cell R650 a value dollar format $15,865.63
In Cell K650 =SUM(J636:J650) showing a total of $18,086.12

Rule 1: if cell value = 0 no color
Rule 2: if cell value = $K$650

I tried different formats for number (general, comma, etc.)
I tried changing the sum to a value

I'm on Excel 2002 with SP3

What gives???

PS. I hit enter accidently on an earlier post... sorry
