My Excel spreadsheet has converted to military time, and it doesn't want to
return to standard time. Other than Format, Cells... any suggestions?

Format | Cells | Number (tab) is the way to do it - what's wrong with
doing this?

Perhaps conditional formatting is applied? Or data validation?
