Excel Options not displaying - some tabs only
 

I have a strange problem with a few of my Excel workbooks. If I
select Tools--Options, the options window will not display. No
error, just nothing. However, this works on some tabs in the
workbook. It seems to be on a tab by tab basis. Tab 1 will display
the Tools--Options window, tab 2 won't, tab 3 and 4 will, etc. Any
ideas on how to get the options window to display for all tabs in a
workbook? The workbook is unprotected. This is with MS Excel 2003.
