Creating date range for x-axis label in Excel '07

How do you do this? I have a simple two column list of data. The first
column is labeled Year and the second column Rate as shown below.

I want year across the X-axis and the Rate info to be plotted in a simple
line graph. I have tried everything in this "new" version to get this and
it won't work. MS sure made this difficult.

I can get the data to plot, I can change the labels for x and y, I can put
titles on it and I can change the scale to Date and specfically year across
the x-axis. Doing this shows 1900 for each year! I cannot find a starting
point for the scale or the interval of years, in this case 1. What if I
want it to be 10? If I highlight both columns of data they both get
plotted so that doesn't work. I can imagine how hard this is going to be
when I want to add another dataset to it for an overlay.

Any suggestions are greatly appreciated!!!!!!!!!

Year Rate
1996 9.58
1997 8.98
1998 8.43
1999 6.88
2000 6.29
2001 5.59
2002 5.57
2003
2004
2005
2006

change the years to 1/1/96, 1/1/97, etc. without the "full" (m-d-y) date,
excel thinks they are just numbers, not dates.

Make an XY chart instead of a line chart.
