I am not sure if Excell has the capability to email alerts to individuals
when a task is due.

for example,

If I build a tracking spreadsheet for personel actions and there is a due
date in the spreadsheet, is there a way to receive an email when the due date
hits?

Yes the date is manual entered from anywhere to a month to a year out.

You can run a macro like this (see example 2)
