How do you double clik a cell without using the mouse?

You don't. It needs the mouse.

When I hit that + key on the number pad, I get a +.

This works for me and in fact I double-clicked the OE desk top
short cut to send this reply.
Here is what I did:

initiate mousekeys with ALT+LEFTSHIFT+NUMLOCK.
move the pointer with the numerical arrows until it is over the
OE shortcut
hit numerical + key

OE opens

But you had to turn on mousekeys before it worked.

Windows start button|control panel|Accessories Options applet|Mouse tab

FWIW
<F2 puts you at the end (right side) of the cell,
<F2 <Home puts you at the beginning (left side) of the cell.
