It refers to absolute referencing.

It's an absolute reference. If the formula were copied to the right or down,
the cell references E12 and B3 would not change. However, since D9 has no dollar signs, it is a relative reference, and so if the formula were copied to the right, it would read E9, and if it were copied down the formula would read D10.
