Default row number within a formula

I am trying to use the row number within a formula.

For example, instead of
=MIN(A2:A25)

I would need to incorporate ROW(A25) into the formula.

Something like this:
=MIN(A2:A"ROW(A25)")
although this syntax is incorrect.
