I am trying to hide or display the scroll bars in Excell 2007.
 

I cannot find how to hide/display the horizontal or vertical scroll bars. No
matter what I try to put into the help search it wants to tell me how to hide
parts of my chart!!!!

tools|options|view tab
Look in the bottom section for horizontal scroll bar (and vertical scroll bar)

You can check/uncheck it there
