Default Office Professional Excel 2003

Cell format: recently my excel sheet cells will not format as instructed.
Inputing the number "3" is accepted as "0.03" when it should be "3" or "3.0".
Why is this occurring and how can it be fixed?

Hi Dave

Try Tools/Options/Edit and see if "Fixed decimal places" is checked, if it
is then unchecked.
