Default Help! Start bar at bottom disappears when I open Excel?

How can I stop this problem?

Doubt it is Excel related, maybe you have your bar to autohide, right click
the taskbar and select properties
and check "Keep the taskbar on top of other windows"

does it reappear if you move your mouse cursor to the bottom of the screen.
If it does the you have auto-hide the taskbar set.
