Insert a note in excel and it appears when the mouse is over the c
 
How do you insert a note in a cell in the excel spreadsheet and it appears
when you move the mouse over it? I am not talking about inserting a comment.
This "note" cannot be edited or deleted like a comment. And it doesn't have
a red triangle indicator like the the comments.

I don't believe what you're asking for is possible in Excel. The closest
thing may be an Input Message using Data Validation. But this will only
display when the cell is selected, and is not influenced by the location of
the mouse pointer.

Select the cell
From the Data Menu, select "Validation..."
Click on the "Input Message" tab
Type in your message.
Click OK

That would be Data Validation message.

Select the cell then DataValidationInput Message.

Leave as is or clear it.
