From IE, saving/exporting data to csv format then opening on desktop. Want
to open in a particular format (with headers and footers set up
automatically) but don;t know how to invoke a template in this case.

I'd do this.

First, save the file with a different extension (.txt is fine).

Now start a new workbook.
Record a macro when you open this .txt file.
Use the import wizard to define each field
Add your headers/footers/filters/subtotals/pivottables/charts.
Stop recording

Now close that newly imported file (save it if you want).

Add a button from the forms toolbar to Sheet1 of that macro workbook. Assign
that recorded macro to the button.

Save this macro workbook.

Test it by clicking the button.

If the text file changes names, you can actually have the macro ask the user to
point at that file. If the text file doesn't change name, then the macro will
(er, should) run as recorded.
