Losing Original Cell Format when pasting in cells

Excel 2003. Have a need to keep original sheet cell Format when pasting data
into cell(s) from other sources. Have tried paste special values, but that
also changes cell format and ignores validations set up. Have tried all the
Protect security options which work fine when manually entering data into
cell(s), but fail to support a paste of data into a cell. Basically have
several users entering data from several sources and wish to maintain
original cell format integrity and validations.
