Can I combine 2 COUNTIF 's for one result and if so, what symbol would i use.

2 COUNTIFS

=COUNTIF(A1:A100,"5")-COUNTIF(A1:A100,"8")
will give you the count of those whose value is greater than 5 but not
greater than 8.
