Is it possible to have different column widths in same column?
 
For example in cell B1 I have a heading that is really long, but in cell B3 I
only need to input a small number and the cell is taking up too much space
for that number. Is it possible for cell B1 to have a width of say 24 while
cell B3 only has a width of 12?

Column widths and row heights are properties of the entire columns and rows.

What have you got in C1?

If nothing, select B1:C1 and FormatCellsAlignmentHorizontalCenter Across
Selection.

Or B1:D1?

Might do the trick for you you.
