I think this is not Possible
 
When using Data Validation in EXCEL 2003 and Choose to have your numbers in a
"List" such that when you highlight that cell a drop down menu will appear
does ANYONE know how to keep that drop down menu still there even when it is
not the active cell.

If you use Data Validation to create a drop down list in a cell, the
arrow is only visible when the cell is active.

If you want arrows that remain visible at all times, you could use a
combo box from the Forms toolbar, or from the Control toolbox.

Or, you can colour code the cells with data validation, to guide your users.
