excel 2003 trying to re-install starts norton anti-virus
 
every time i open up a file for the first time in excel it starts the norton
anti-virus (as expected) then comes up with a message norton anti-virus does
not support re-intalling please uninstall and then re-install anti-virus
program!

This doesn't seem like an Excel issue, rather a Norton AV issue.

Have you tried the uninstall and reinstall of NAV as suggested by the message?
