Expanding / Collapsing rows
 
I have a spreadsheet in which I'd like the ability to expand and collapse the
rows so row headers are only shown (Collapse) or the the data underneath each
header is shown (expand) Can Excel do this?

Look at "Group and Outline" on the Data menu.

if A1 contans the data header "Dates"
and B2-B7 contains the data that is to be "expanded/collapsed" then do I
group all cells A1-B7 using Data\Group & Outline\Group?

I agree completely.
Normally an outline has headings in one column and the data
in the adjoining column. You will just have to experiment with it.
There is an ungroup option available,
so it will be difficult to screw something up permanently.
