IF Formula

Here is a formula I need:
=IF(SUM(PreProduction!$Q7=1),"SUBMITTED"),IF(SUM(P reProduction!$Q7+PreProduction!$S7=2),"APPROVED")

The first pat of this IF formula works
=IF(SUM(PreProduction!$Q7=1),"SUBMITTED")

The second IF does not and I get an error.
What is wrong in the formula?
