how do I stop ActiveX error message from appearing at start-up of Excel 2003

I cant get the ActiveX message. I have sites where I try to do something, it
tells me to click the yellow bar at the top and install ActiveX, but there is no bar. I have gone to Internet Options/ security and enabled ActiveX (already enabled), but no change. Mike, sorry for changing the subject, but I could not start a new question because ActiveX is not enabled.
