I get .doc files instead of .cvs files from web downloads

I used to get .cvs files from the USPS website - now they only come out as
..doc files on Excell. The folks at the USPS say they get .cvs files... what
is wrong with MY program (works the same way on my main computer and my
laptop since my last MSN update).
