Open the drawing toolbarn and choose the Autoshapes Basic Shapes option

This procedure can produce a rounded-corner Drawing Object, which can be
manipulated to eventually be similar to cell borders. There is no option to add rounded corners to regular cell borders...at least not in XL97.
