Default how do i access template database tool as in excel 2000 in 2003

Can't find the template wizard in excel 2003 which in excel 2000 allows data
to be stored in a database from a template. Can't find it in add ins as was
case in excel 2000. Any help most appreciated

I would guess that Redmond *didn't* think that it was such an excellent
feature,
BUT ... does anyone ever know what Redmond "thinks"?
