How do I create a 'check box' in excel that allows me to resize it and is not
in 3-D format?

Create a 'check box' in Excel
 

Change the format of the checkbox in the properties window for a control
toolbox toolbar checkbox.

A checkbox from the forms toolbar is already pretty flat.

Neither allows you to size the small box where the "check" is placed.
