scrolling is frozen-how to free up??

Hi! I have a worksheet that I cannot scroll up vertically - either using
scroll bar, arrows, right click scroll bar - frozen up. I'm stuck on row
646. I can scroll down from that, but will not scroll up. Help anyone?
