I do not say this will work, but try the following:

Click on Tools|Customize, select Toolbars, scroll down to Worksheet Menu
Bar, untick it WITHOUT clicking on Close, and then tick it againWhether this
helps or not, then click on close

All of the options are greyed out--or just some?

If it's just some, then maybe the worksheet is protected??
(Tools|Protection|Unprotect worksheet)

Or maybe the workbook is Shared??
Look for [Shared] in the title bar.
(Tools|share workbook to toggle this setting)

If it's all the options under all those menu items, I'd try:
Tools|Customize|Toolbars tab|select Worksheet Menu Bar
and click Reset

You'll lose any customized changes you've made to that toolbar, but you can add
them back later.
