Default Excel 2003: Conditional Formatting

I want to change the background color of cells where the cell date is less
than or equal to the current date. How do I put in the current date in the
formula?

TODAY( )

But what do I put in the brackets?

Nothing

=TODAY() will return current date.

=NOW() will return current time.
