Similar to conditional font, is there a way to specify a cell fill if for
example cell value was 1, the fill would be green, if 2 then yellow, if 3
then red?

Yes, this can be done. Goto FORMAT CONDITIONAL FORMAT. Use the "Cell
Value Is" option and the choose "equal to" in the next prompt. The last
prompt is what you want the cell value to equal. You can have up to 3
conditional formats. For the first one, the will be 1. Then click on FORMAT
Pattern and choose your color. After clicking OK, then click on ADD to add

the 2nd and 3rd conditions.
