Changing Security Level in Excel

I want to set Macro security level to 'LOW' in order to enable me to insert
hyperlinks to Outlook Message files on my company network. However, when I
attempt to do this, Excel does not save the setting but reverts to 'Medium'.

I've checked that I have full Administrative access rights to the program -
so how should I proceed?

Many thanks!

This security setting is stored in the windows registry.

Maybe you don't have full access to make changes there.
