One workbook for multiple offices
 

I have a work book that has 4 different sheets. I have 16 offices that
need to use this. I want to avoid making copies.

One workbook for multiple offices
 

You could share your workbook by saving it in a common place such as a
company server and then click Tools, Share workbook...
You could also click the File, Permission, Restrict Permissions as...
